Military personnel from any of the five service branches, along with National Guard and Reserve service members, can bring in up to five family members, including extended family members like grandparents. At this time, Blue Star does not include vets -- the program is meant to reach "families with a member serving during this time of combat in Afghanistan and Iraq, especially focusing on the approximately 1 million children who have had at least one parent deployed."
