  1. I am an apprentice on couponing. Question: can manufacture coupons be used with items already discounted by an HEB coupons?

Unfortunately not since HEB changed their coupon policy :(, but I have been able to use a mnfr coupon with an HEB coupon if the heb coupon is a "buy this product and get THAT product free" so I'll use the HEB coupon on the free product and a manufacturer coupon on the "this product"...hope that made since...
