Check your emails to see if you have an email from JCPenney titled $5 Off And Still Time To Shop!
Open that email, and you'll see coupon code ALL4YOU, plus a nontransferable validation code that only you can use. It should be up somewhere near the top right-hand corner of your email.
You will need both the coupon code and your nontransferable validation code to get the discount!
I checked out the kids' clearance section on jcp.com, and here are a few of the deals I spotted:

There are a ton of items on jcp.com in the $3 to $8 range, so browse around and I'm sure you'll find something someone in your family can use.
If you aren't signed up for JCPenney emails, we are starting to see more and more deals like these, so you should definitely sign up now. This $5 off $5 offer lasts through February 17, so it's possible they will still send you this deal if you sign up today.
